Rund began its first appointment at Wellesley in 2017 and remains involved across the live Stanhope West, School End, and Pennefathers phases. Further phases are set to commence after the current projects complete at the end of 2027.
Wellesley is a 255-hectare brownfield development on the former Aldershot Garrison. The masterplan comprises 20 development zones and up to 3,850 homes, 35% of which will be affordable. It also includes schools, community facilities, 110 hectares of managed green space, and the restoration of six listed military buildings, including Cambridge Military Hospital.
Transforming the former Ministry of Defence (MoD) site required extensive decommissioning, remediation, and new infrastructure, including the reconfiguration of a dual carriageway.
Several housebuilders worked across the development simultaneously, each following its own programme and connecting individual parcels to Grainger’s primary roads and utilities. Developers often shared access routes, while uncharted services and the neighbouring operational MoD camp created further logistical and safety challenges.
Although each housebuilder controlled its own parcel, their respective works affected shared areas, neighbouring plots, and the site-wide programme. It was essential that Rund facilitated clear coordination between all parties to manage these interfaces and maintain collective responsibility under the Construction (Design and Management) Regulations 2015.
Rund maintained a high-level view across the infrastructure programme and acted as the central point of coordination between Grainger and the housebuilders. We managed access to Grainger’s land and facilitated the localised excavation required to connect secondary utilities to the primary network.
To keep all parties aligned, Rund chaired monthly Construction, Design, and Management consortium meetings with construction directors and site managers from every active housebuilder. Discussions covered utilities, access, forthcoming works, public interfaces, and health and safety.
Our team also arranged monthly visits to developers’ individual plots, offering each business the opportunity to raise concerns. Rund could then bring shared issues into the consortium meetings, clarify responsibilities, and agree practical solutions with the relevant parties.
Project Impact
More than 1,000 homes have been completed across Wellesley, including approximately 382 units delivered through the phases where Rund has provided Employer’s Agent and Clerk of Works services.
Rund gave Grainger a single, trusted point of coordination across a complex multi-developer site. Our oversight brought interdependencies into view earlier, while clear processes for access, infrastructure connections, and shared responsibilities helped reduce the risk of avoidable disruption.
We also encouraged housebuilders to look beyond their individual parcels and consider the wider development. As a result, we strengthened collective decision-making across safety, sequencing, and shared infrastructure.
By combining programme oversight with practical stakeholder management, Rund brought structure and accountability to a role beyond conventional project management. Our ability to build trust and reach workable resolutions helped Grainger coordinate the infrastructure underpinning a major new community.
