Rund has been appointed to provide Employer's Agent and Clerk of Works services for a new 192-home residential development in Hedge End, Hampshire, commissioned directly by Eastleigh Borough Council.
Project Background

The scheme will deliver a mix of houses and apartment blocks across four tenures - affordable rent, market rent, shared ownership, and market sale - on a 6.96-hectare greenfield site on the eastern edge of Hedge End. The majority of homes will be retained by the Council as part of its ongoing housing portfolio.

The site presents a number of technical and environmental considerations, including utility easements, overhead lines, flood risk, ecological constraints, and Section 278 improvements associated with site access. These factors require careful coordination as the scheme progresses through design, procurement, and delivery.

The Solution

Secured through a competitive procurement process, our appointment spans from late RIBA Stage 3 through to completion and beyond, working alongside an established design team including architects, civil and structural engineers, landscape architects, and transport consultants.

As Employer's Agent, we are currently leading the preparation of Employer's Requirements and tender documentation for the Design and Build main contractor procurement. Once on site, our responsibilities will include contract administration, chairing progress meetings, monitoring cost and programme performance, managing change control, and ensuring compliance with planning conditions and statutory agreements.

As Clerk of Works, we will attend the site twice weekly to inspect workmanship, materials, and compliance with drawings and specifications, with the frequency of visits subject to increase should additional oversight of contractor performance be required. Written inspection reports will be issued within one working day of each visit, covering progress, quality, health and safety, and any areas of non-compliance.

With construction due to commence in Summer 2026 and first occupations targeted for early 2027, we are looking forward to playing a central role in bringing this significant housing scheme forward for the local community.
